On Monday, January 23, 2012 at 6:23 PM Trooper Michelle Lunsford, from the Kentucky State Police, Post 11 London, served an indictment warrant of arrest on Charles D. Phelps, 52, of London, KY.

The indictment was the result of a 3 month investigation that was presented to the Laurel County Grand Jury.

Phelps, who turned himself in, was charged with three (3) counts of Sexual Abuse 1^st Degree and two (2) counts of Unlawful Transaction with a Minor 3^rd Degree.
