Sheriff John Root is reporting that Laurel Sheriff’s Detective Stacy Anderkin executed an arrest warrant following an investigation on a Laurel County man on Tuesday (2-21-2012) at 9:50 A.M. charging him with allegedly subjecting an 11 year old female child with sexual contact until the child reached 13 years of age. Arrested was: Danny R. Sizemore age 55 of Chaney Ridge Road, London charged with: Rape 1st Degree(victim under 12 rears of age), Rape 2nd Degree, Sodomy 2nd Degree, and Sexual Abuse 1st Degree(victim under the age of 12); Accused is incarcerated at the Laurel County Detention Facility.
Chief Deputy Eddy Sizemore assisted in the investigation.

Sheriff John Root is reporting that Laurel Sheriff’s Deputy James Sizemore and Deputy Gilbert Acciardo responded to a domestic dispute on Red Bird Lane , ½ mile south of London on Monday morning(2-20-2012) at approx. 8:30 A.M. When deputies arrived , they discovered the male subject had left the scene on foot, and was located by London City Police Detective Allen Harris on nearby Sherman Lane. After an investigation was conducted, the male subject was arrested on Sherman Lane. Deputies then conducted a follow-up investigation at the scene of the domestic on Red Bird Lane, and arrested a female subject there.
The two persons arrested are identified as: Erin Whittington age 32 of Red Bird Lane, London charged with Assault 4th Degree (Domestic Violence), and David Wayne Smith age 34 also of Red Bird Lane London charged also with (Assault 4th Degree)Domestic Violence. Both had minor injuries. Also –David Wayne Smith was determined to be a wanted person out of Tenneessee, and he was charged with being a Fugitive.
Both accused were lodged in the Laurel County Detention Facility. |

Sheriff John Root is reporting that Laurel Sheriff’s Detectives Charlie Loomis and Stacy Anderkin conducted an investigation into a reported rape that allegedly occurred in southern Laurel County and was reported on Saturday morning (2-11-2012). The woman reporting the sexual assault went to BRMC for treatment, and Laurel County Sheriff’s Deputy William Bo Harris was notified and initiated an investigation. Detective Charlie Loomis continued the investigation, and as a result arrested a 25 year old male from Corbin lodging him in the Laurel County Detention Facility on a Rape Charge.
As the investigation continued by Detective Loomis, it was determined that the woman had reportedly went with the male subject to his home, and later reported that he had raped her. Based on witnesses statements and a followup interview with the alleged female victim, and the victim’s own admissions it was determined that a sex act had occurred, but that it was consensual. Subsequent to her admissions, the woman who reported the rape was arrested on Wednesday, (2-15-2012) at 11:04A.M.and charged with Falsely Reporting an incident. She is identified as: Laura L Sparks age 20 of South Highway 1223 Corbin. She was lodged in the Laurel County Detention Facility.
Rape Charges are expected to be dismissed against the male subject that had been arrested. |

Should city vote for package alcohol, many questions to be answered

With Corbin saying “Yes” to the sale of alcohol by the package Tuesday night, the attention now turns to London’s vote on Tuesday, March 6 — less than three weeks away.
Like Corbin, the sale and consumption of alcoholic beverages in London is already allowed by the drink in some restaurants. A big difference is that London also allows liquor by the drink to be sold in some restaurants on Sundays.
But the question on the London ballot is the same as its neighbor to the south down I-75 just voted on. And that is, will London voters allow the sale of alcoholic beverages by the package with either a simple “Yes” or “No” vote?
And if it goes in favor, a whole lot of questions will be thrown at the London City Council, as well as a whole new set of state regulations that will determine who gets the licenses and where liquor stores can be built.
The major change will be who can sell package liquor, wine and beer.
Presently from London, the closest place to legally buy alcohol by the package is in Manchester, over in Clay County. Last year, voters in that city voted to make Manchester wet by both the drink and by the package. While restaurants selling alcohol opened up within weeks and stores selling beer by the package opened up shortly afterwards, buying hard liquor or wine in Manchester won’t be available until later this month, when two liquor stores are expected to open up. Manchester lies about 20 miles east of London. Prior to that, Richmond was the closest “wet by the package” town to London.
Like Corbin, London is a fourth class city in Kentucky, and because of that, state Department of Alcoholic Beverage Control regulations would determine the number of package stores that would sell liquor, beer and wine. It’s expected at least four package stores could operate in London, if voters approve the measure on March 6. Those could be a stand-alone liquor store similar to ones in cities like Richmond, Lexington and soon Manchester; or can be owned by a supermarket (like one liquor store in Winchester owned by a national supermarket chain, where the grocery store and liquor stores are next to each other, but have separate entrances on the outside. In Lexington, the Meijer discount store also has a similar set up).
Drug store chains such as CVS, Rite Aid and Walgreen’s have also operated liquor stores inside their buildings, similar to ones the chains operate in Lexington, Richmond, Winchester, and Hazard. Should the vote to make London wet by the package go through next month, that possibility could also happen.
As for retail beer licenses — those that sell beer by the package — would be unlimited in the city of London, and could be sold in convenience stores, gas stations, grocery stores and supermarkets. In areas where local alcohol laws allow, both Kroger and Walmart sell beer by the package. Both have major operations in London.
The rules and regulations on what could happen when a city faces a local option election were discussed during a community forum in Barbourville back on Jan. 24, in which representatives from the state ABC board came to conduct the session, sponsored by the City of Barbourville. During that meeting, ABC officials told those in the audience who had questions on how close the sale could be near a school or a church of if alcohol could possibly be sold on Sundays in the future would be up to the local city council.
The deadline to register to vote in the London special election was last Monday, Feb. 6. Absentee voting will begin on Feb. 21. Only those eligible to vote in the city of London can cast their ballot on March 6. Sheriff John Root is reporting that Laurel Sheriff’s Deputy Robbie Grimes is conducting a death investigation regarding a 4 wheeler accident that occurred approx. 4:54 P.M. on Monday afternoon(2-13-2012), 4 miles south of London off Pine Grove School Road, approx. ¼ mile back in a wooded area. Apparently, 16 year old male juvenile from the London area had been at a camp site with 2 of his friends when he left by himself and went driving his Polaris 4 wheeler. After about 15 minutes , when he did not return, his friends went looking for him and found him on a trail under the 4 wheeler . They removed him from under the 4 wheeler, and called for help. The Laurel County Sheriff’s Office, Ambulance Inc Of Laurel County, London Laurel Rescue Squad, all responded to the scene. The juvenile had fatal injuries and was pronounced dead at the scene by Laurel County Coroner Doug Bowling. According to investigators, the victim apparently lost control of the 4 wheeler and was thrown off , and the ATV landed on top of him.

Sheriff John Root is reporting that Laurel Sheriff’s Detective Jason Back, working in conjunction with the London Office of the U.S. Marshal Service, arrested 3 wanted suspects on Monday afternoon (2-13-2012) at approx. 2:00 P.M. and lodged them in jail. Arrested was: Jonathan Siler age 25 and Tabitha Patrick age 20 both of Cripple Creek, Williamsburg both charged on Whitley County bench warrants charging Possession Of A Controlled Substance 1st Degree (Methamphetamine), Unlawful Possession Of Meth Precursor, 1st Offense, and Possession Of Drug Paraphernalia. 48 pseudoephedrine pills were discovered during the arrests, and an investigation continues on that discovery. Also arrested was: Eddie Ivan West age 37 of Oak Lane , Williamsburg charged with Federal Probation Violation. |

Sheriff John Root is reporting that Laurel Sheriff’s Detective Jason Back working in conjunction with the London Office of the U.S. Marshal Service arrested Christopher W. Combs age 39 of Little Pittsburg Road, London charging him on a Bench Warrant From Pulaski County For Criminal Mischief 1st Degree. He was lodged in the Laurel County Detention Facility. |

Sheriff John Root is reporting that Laurel Sheriff’s Detective Charlie Loomis is conducting a death investigation regarding the discovery of a female found dead at her home on Mt Zion Road, 11 miles north of London on Thursday afternoon approx. 4 P.M. The victim, Meagan Robinson age 26 of Mt. Zion Road, East Bernstadt was found unresponsive by a family member. Laurel County Coroner Doug Bowling pronounced her dead at the scene. An autopsy, and toxicology tests are being conducted to determine cause of death. No foul play is suspected at this time. The investigation is continuing.
